GMV
GMV develops solutions, integrated systems, specialised products and services with high technological content. It designs for a wide variety of space missions ground and flight systems that provide positioning, navigation, communication, security, science, exploration and climatology information. In this project it will contribute to the development of the PDGS system for the very high-resolution constellation and in the Digital Planet, in the implementation of services linked to climate and emergencies.

idD - Portugal Defence
idD – Portugal Defence, SA is a Public Limited Company with exclusively public capital, owned by the Portuguese State, and its mission is to execute sectorial policies for Defence. In this Agenda it will be Leader and responsible for the development of the SAR - Synthetic Aperture Radar Constellation.

INEGI
Non-profit public-private institution and one of the main technological centres in the country. INEGI will contribute to the development of various technologies for integrated systems and subcomponents, within the Atlantic Constellation, promoting the rise of the associated TRL level, specifically in the area of design-oriented manufacturing processes, materials and light structures, mechanisms, mechanical ground support equipment (MGSE) and advanced manufacturing technologies. For the VDES Constellation, it will contribute to the development and production of a new VDES antenna.

INESC-TEC
INESC TEC is a private non-profit institution dedicated to scientific research and technology development and transfer, consulting and advanced training and pre-incubation of new technology-based companies. It will contribute to the development of on-board processing enablement algorithms, including pre-processing techniques, for the Very High-Resolution Constellation, and to the study of the challenges inherent in defining a single data access platform for a cloud computing infrastructure on the Digital Planet.

Instituto de Telecomunicações
Instituto de Telecomunicações (IT) aims at the creation and dissemination of scientific knowledge in the field of telecommunications. IT will work on the development of an IoT gateway, a ground station for IoT data transmissions and a RF Front-End and Antennas for the payload of the High-Resolution Constellation satellites. Regarding the VDES constellation, it will support the development of an antenna for VDES communication.

IPN
Instituto Pedro Nunes (IPN) promotes Innovation and establishes the link between the scientific community and companies, being responsible for ESA Space Solutions Portugal, in particular for the ESA Business Incubation Centre programme at national level. IPN will be responsible for leading WP 8, driving innovation and entrepreneurship activities in the Portuguese space ecosystem.

ISQ
ISQ is a private Portuguese entity with a permanent presence in eight countries on four continents. In the aerospace sector, where it has been present for 20 years, its main services are: Experimental Tests up to TRL 6; Technical Inspections and Operations at the European Space Centre; Support Engineering. Within New Space Portugal, ISQ will carry out Verification and Validation activities in the development and launch of the HR and VRH constellations, accompanying the definition of specifications, documentation, design, implementation and execution of test campaigns, complemented by V&V analyses. At Planeta Digital, ISQ will develop two new services based on EO data and advanced AI models to support infrastructure asset management. It will also participate in the validation and qualification of SAR and VDES constellations.

The Instituto Superior Técnico (IST) aims to contribute to societal development by fostering high-quality higher education in the fields of Architecture, Engineering, Science, and Technology. IST is committed to developing Research, Development, and Innovation activities crucial for providing education of the highest international standards. In the context of the New Space Portugal Agenda, IST will focus on cultivating expertise in the preliminary design and optimisation of launchers and space vehicles. This initiative will lead to the establishment of chairs and training courses, contributing significantly to the enrichment of the curriculum in the Space branch of the Master's in Aerospace Engineering.

LusoSpace is a high-tech engineering solutions company with a multidisciplinary team of top-level engineers that designs, develops, prototypes, integrates and tests the most advanced and innovative technological systems and components, as it has developed state-of-the-art technological expertise in the most demanding sector there is: the Space Industry. Leader of WP 11, LusoSpace is responsible for the definition of the constellation and its several segments and systems, development of the constellation (through a process of technology transfer), production and operation of the VHF Data Exchange System (VDES) Constellation.

Marinha
Within the scope of its functions, the Navy is particularly knowledgeable in maritime surveillance, monitoring and observation through EO and in-situ means. It will contribute to the definition of technical and operational requirements, in the scope of the Very High Resolution Constellation. Regarding the Digital Planet, it will participate in the definition, validation and demonstration of requirements and use cases for the vertical sectors of defence and emergency. Finally, it will support the definition of the SAR Constellation mission, systems engineering and demonstration activities.
